What is the difference between hard FM and soft FM?

By Progress Services Group · Last reviewed 30 October 2026

Short answer

Hard FM covers the physical building and its fixed systems, such as electrical, plumbing, air conditioning, fire safety and structure. Soft FM covers services that support the people using the building, such as cleaning, security, grounds and waste. Integrated FM combines both under one provider.

Hard FM examples

  • Heating, ventilation and air conditioning.
  • Electrical and lighting systems.
  • Plumbing and drainage.
  • Fire protection systems and essential safety measures.
  • Lifts and building structure.

Soft FM examples

  • Commercial cleaning and hygiene services.
  • Waste and recycling.
  • Grounds and landscaping.
  • Security and reception.
  • Pest control.

Why the distinction matters

Hard FM is often highly regulated and requires licensed trades. Soft FM is more about people, supervision and consistency. They need different skills but affect the same building.

Putting them together

When one provider handles both, a leak (hard) and the resulting floor cleaning (soft) are handled in one plan. This is the idea behind integrated facilities management.

Frequently asked questions

Which is more expensive?

It depends on the building. Hard FM can involve large one-off repairs, while soft FM is a steady recurring cost.

Do I need separate contracts for hard and soft FM?

You can have them separate or together. Many clients prefer one contract with clear scopes for each.
