How do you manage facilities across multiple states in Australia?

By Progress Services Group · Last reviewed 30 October 2026

Short answer

Managing facilities across states means keeping one standard of service while respecting state differences in work health and safety law, fire safety reporting and local trades. The practical answer is one provider with local teams, one set of procedures and one reporting system for the whole portfolio.

What differs by state

  • Work health and safety: NSW, QLD and the ACT use the model WHS Act, WA has its own WHS Act 2020, and Victoria has the OHS Act 2004.
  • Fire safety: NSW requires an annual fire safety statement, and Victoria has an annual essential safety measures report. Other states have their own requirements.
  • Licensing for trades such as electrical, plumbing and gas is regulated by each state.
  • Public holidays, trading hours and award arrangements can vary.

What should stay the same

  • The cleaning and maintenance specification and the way it is audited.
  • The way requests are raised, prioritised and closed.
  • The reporting format, so results can be compared between sites.
  • The way contractors are checked for licences and insurance.

Organising it

Use one accountable provider with local teams in each state. Progress has offices in Sydney, North Strathfield, Meadowbank, Canberra, Melbourne, Brisbane and Perth, supported by one FlowLog system.

Common mistakes

  • Applying one state's compliance rules to another.
  • Letting each state choose its own contractor and standards.
  • Having no single view of results across the portfolio.

Requirements change, so check current rules with the relevant state regulator. This is general information and not legal advice.

Frequently asked questions

Do I need different providers in each state?

Not necessarily. A national provider with local teams can serve all states under one contract, but check where their teams actually are.

How do I see results across states?

Ask for a consolidated report that shows every site on the same measures, such as attendance, inspection scores and requests.
